Top level Community Health


The Southern Fleurieu Health Service is committed to using a Primary Health Care (PHC) philosophy in the planning and implementation of services in the Southern Fleurieu Region. The region includes the Alexandrina (Old Port Elliot & Goolwa area), Victor Harbor and Yankalilla Councils.

Primary health care is both an approach to dealing with health issues and a level of the health system. As an approach it deals with the main health problems and issues experienced by the community from a social health perspective. It depends on significant community participation and its activities strengthen the ability of communities to act in the interest of their health. It depends on a strong and coordinated network of accessible, acceptable and affordable services at the primary (or first) level of the health system.

This Philosophy incorporates five different strategies to providing the comprehensive range of services required to meet the community health needs of the population living in the Region.
These include:

  • Developing Personal Skills: e.g. providing information and education for health and enhancing life skills through individual and group programs based at the health service (i.e. Counselling, Early Intervention and Youth Program).
  • Creating Supportive Environments: e.g. enhancing social networks, fostering trust in the community by promoting dialogue between service provides and a commitment to developing community wide networks (i.e. Carers Groups, Service Provider Network).Strengthening Community Action: e.g. providing community development programs which enhance self help and social support networks. These activities aim to strengthen community participation and control over health issues and include community advocacy and health promotion programs to address specific issues e.g. chronic fatigue syndrome and domestic violence.
  • Building Healthy Public Policy: Supporting health and community involvement in liaison and collaboration with the private and government sectors to secure appropriate policy and program development and public health activities (I.e. Regional diabetes program, Aboriginal health program, Positive Ageing Project).
  • Re-orientating Health Services: The health services supports programs which address the total physical, social and emotional needs of clients. This requires a continual upgrading of the service policies and procedures to maintain a comprehensive range of programs and the support of a multidisciplinary approach in clinical assessment and management of community based activities.
